Democracy is a way of resolving disagreements on the basis of citizens' preferences. For its part, the constitution sets the rules of the game, defining both fundamental rights that are above political decisions and institutional procedures to be followed in this decision-making.

But what happens if what is resolved according to the democratic principle conflicts with the institutional framework of the constitution? In which areas is the constitution most likely to clash with democracy? Which of the two principles should prevail in case of conflict? Who should resolve it and how?
